Hanoi, July 20, 2025 – The Europe Today: The 12th plenary session of the 13th Party Central Committee concluded on the afternoon of July 19, having fulfilled the agenda established at the outset of the two-day meeting. The session featured in-depth and unified discussions on three major strategic content groups deemed critical for the preparation of the 14th National Party Congress and for advancing Vietnam’s long-term renewal and sustainable development.
In his closing address, Party General Secretary Tô Lâm emphasized that the Party Central Committee had entrusted the drafting team with revising the draft political report to ensure it balances both continuity and innovation. The report must provide an accurate and comprehensive reflection of the country’s development path, with a particular focus on Vietnam’s outstanding progress in politics, economy, culture, national defence, security, and foreign affairs.
General Secretary Lâm underscored that the nation’s current stature and international position are the result of 95 years under the leadership of the Communist Party of Việt Nam, 80 years of the Socialist Republic of Việt Nam, 40 years of national renewal (Đổi mới), and the collective contributions and sacrifices of generations of Party members and citizens.
The revised political report, he stated, must clearly define the objectives for the 14th congress term, while also articulating a strategic vision extending to 2045, 2050, and beyond. It should emphasize new development drivers such as science and technology, innovation, digital transformation, high-quality human resources, and effective integration into the global economy.
The Party leader also reaffirmed the central importance of Party building and rectification, as well as the continued fight against corruption, wastefulness, and negative practices. He called for stronger action against individualism, group interests, and moral degradation, along with enhanced power supervision and improvements to the Party’s leadership capacity, governance effectiveness, and political combativeness.
Highlighting institutional reform as a breakthrough and a key driver of development, General Secretary Lâm urged the creation of a transparent, coherent, and practical legal framework that promotes a favorable investment and business environment, while safeguarding the legitimate interests of the people. He also advocated for increased adoption of digital governance and a shift toward a service-oriented administration.
Looking ahead to the organization of Party congresses at all levels, Lâm stressed the need for meticulous, democratic, and procedural preparation, particularly in drafting congress documents and shaping personnel strategies. He also highlighted the importance of enhancing the two-tier local government model, improving public sector professionalism, and organizing national celebrations, particularly the 80th anniversary of National Day (September 2, 1945 – 2025).
Concluding his remarks, the Party General Secretary acknowledged the complex and evolving global and regional environment. He called on the entire Party, people, and armed forces to remain united in spirit and action, inspired by a shared aspiration for development and the determination to advance comprehensive reform toward building a peaceful, developed, strong, prosperous, and happy Vietnam.
