11th National Congress of Vietnam Fatherland Front Opens with Focus on Unity, Reform and Development

Hanoi, May 13, 2026 – The Europe Today: The 11th National Congress of the Việtnam Fatherland Front (VFF) for the 2026–2031 term opened in Hanoi on Tuesday, with Party General Secretary and State President Tô Lâm in attendance.

The high-level gathering brought together former and incumbent Party, State, Government and National Assembly leaders, senior officials, war veterans, Heroic Vietnamese Mothers, and 1,136 delegates representing VFF chapters, intellectuals, ethnic and religious communities, the armed forces, and overseas Vietnamese.

In her opening address, Politburo member and President of the 10th-tenure VFF Central Committee Bùi Thị Minh Hoài highlighted the Front’s continued institutional reforms during the 2024–2026 term under the leadership of the Party, alongside coordination with State agencies and broad public consensus.

She said the VFF had strengthened its role as the core of national unity, mobilising all social strata, contributing to Party and governance building, enhancing supervision and social criticism, safeguarding citizens’ legitimate rights, and promoting democracy and social consensus.

The Front also played an active role in policy development, including constitutional amendments and preparations for the election of deputies to the 16th National Assembly and all-level People’s Councils for the 2026–2031 term. It further advanced patriotic emulation movements and provided timely support to disaster-affected communities, particularly vulnerable groups, in line with the “no one left behind” policy.

Hoài noted that the congress convenes at a time when Việt Nam is entering a new stage of opportunities and challenges, pursuing its long-term vision of becoming a prosperous, civilized, and high-income nation by 2045. She described it as the first congress under a new organisational model, tasked with reviewing social groups, assessing the great national unity bloc, evaluating the 2024–2026 action plan, and setting directions for 2026–2031.

The congress will also amend the VFF Charter and conduct consultations on leadership appointments for the new term, including the Central Committee, Presidium, Standing Board, and key leadership positions.

With the guiding theme of “Unity – Democracy – Innovation – Creativity – Development,” the presidium urged delegates to contribute substantive inputs to ensure the congress becomes a milestone in strengthening the effectiveness of the Front in the new era.

Hoài expressed confidence that Việt Nam’s traditions, national unity, and Party leadership would enable the country to achieve its strategic development goals and improve living standards nationwide.

The congress also outlined key directions and action plans calling on citizens at home and abroad to strengthen patriotism, self-reliance, and unity in support of national development goals, aligned with long-term socio-economic strategies and major Party milestones.

It set specific targets, including launching at least one emulation movement per VFF unit, mobilising over VNĐ50 trillion (US$1.92 billion) for social welfare, and implementing community support models nationwide. It also aims to ensure full training in Front affairs and digital skills for relevant officials by the end of the term.

A major institutional reform includes the establishment of a nationwide “Digital Front Portal” to receive public feedback 24/7, alongside expanded local digital engagement platforms.

The congress identified three breakthrough directions and seven action plans focusing on strengthening social consensus, protecting citizens’ rights, promoting democracy, supporting innovation, advancing digital transformation, and enhancing organisational efficiency.

It further emphasized community development, cultural preservation, people-to-people diplomacy, and improved governance, alongside streamlining structures and upgrading institutional capacity to meet emerging national demands.
