Dushanbe, September 1, 2026 – The Europe Today: President of the Republic of Tajikistan, Leader of the Nation Emomali Rahmon, participated in and addressed the meeting of the Council of Heads of State in the SCO Plus format on the theme “The UN as a Key Element of a Fair World Order: Contribution of SCO Plus States to the Formation of a Multipolar World.”
At the outset of his address, President Rahmon once again expressed gratitude to President of Kyrgyzstan Sadyr Japarov for the warm hospitality and effective organization of the summit. He described the SCO Plus format as “a good platform for developing multilateral cooperation and a sign of the growing prestige of the Shanghai Cooperation Organization.”
President Rahmon noted that the world today is facing geopolitical contradictions and regional conflicts, along with growing threats from terrorism, extremism and radicalism, as well as challenges related to energy and food security.
Expressing concern over the current global situation, he emphasized that the effects of climate change are becoming increasingly evident, requiring countries to pool their efforts and develop a coordinated strategy for responding to emerging challenges.
During his address, President Rahmon highlighted Tajikistan’s new initiative for a “Dushanbe Framework Programme on Water” aimed at advancing the global water agenda beyond 2030. He said the proposed framework, alongside important initiatives such as the “Dushanbe Water Process” and the “Dushanbe Process on Glacier Preservation,” would contribute to addressing global aspirations in the field of water resources.
The President also referred to the “Dushanbe Process on Countering Terrorism,” promoted by Tajikistan with the support of the United Nations, describing it as an emerging international framework for combating terrorism.
He expressed confidence that achieving the goals and objectives outlined in the recently adopted UN resolution, initiated by Tajikistan, on the “Decade of Strengthening Peace for Future Generations” would make a significant contribution to ensuring peace, stability and sustainable development worldwide.
President Rahmon announced that Tajikistan plans to organize the first International Conference in 2027, jointly with the United Nations, within the framework of the Decade. He invited international partners to actively participate in the event.
The Tajik leader further emphasized the importance of intercultural dialogue and tolerance, noting that Tajikistan, as a co-author of the UN General Assembly resolution on promoting intercultural dialogue and tolerance, considers dialogue among civilizations and the strengthening of peace, friendship and tolerance important tools for countering division, extremism and radicalism.
Concluding his remarks, President Rahmon expressed confidence that the United Nations and the Shanghai Cooperation Organization, based on shared values and principles of constructive cooperation, could play an increasingly important role in shaping a fair, inclusive and sustainable world order.
He reaffirmed Tajikistan’s readiness to contribute to this constructive process together with all countries within the SCO Plus framework, the United Nations and other international partners.
