Moscow, October 25, 2026 – The Europe Today: Russia and Ukraine are fulfilling their commitments regarding a planned humanitarian mission in Alyoshki, in the Kherson Region, Russian Human Rights Commissioner Yana Lantratova has said.
In a statement published on her Max channel, Lantratova said she had previously discussed and coordinated the details of the humanitarian operation with Ukrainian Parliamentary Commissioner for Human Rights Dmytro Lubinets.
She said preparations were proceeding in accordance with the arrangements agreed upon by both sides, adding that Russia and Ukraine were honouring their respective commitments.
The planned operation comes amid a deteriorating humanitarian situation in Alyoshki, where access to essential supplies has reportedly been severely disrupted by ongoing hostilities.
Kremlin spokesman Dmitry Peskov described the humanitarian situation in the city as critical on September 21, stating that food and medicines could not be delivered because of Ukrainian shelling and drone attacks.
On October 19, Ruslan Khomenko, head of the district, reported that Ukrainian forces had carried out more than 1,200 artillery and drone strikes against Alyoshki over the preceding week.
On Friday, the White House announced that Russia and Ukraine had agreed to a localised ceasefire in Alyoshki, scheduled to take effect on October 29. According to the White House, the arrangement is intended to facilitate the delivery of humanitarian assistance and prepare for the evacuation of civilians through a designated safe passage.
An independent US media organisation is expected to assist with and document the actions undertaken by both sides during the process.
Separately, Chief of the Russian General Staff Valery Gerasimov announced that Russian forces would enforce a localised ceasefire in the Kherson direction from 4:00 a.m. Moscow time on October 27, corresponding to 1:00 a.m. GMT, to facilitate a humanitarian operation near Alyoshki.
The planned arrangements are aimed at enabling humanitarian assistance to reach affected residents and supporting the safe evacuation of civilians amid the ongoing conflict.
