Dushanbe, October 27, 2026 – The Europe Today: President of Tajikistan Emomali Rahmon met with Matteo Patrone, Vice President of the European Bank for Reconstruction and Development (EBRD), in Dushanbe on October 27 to discuss the current state and prospects of bilateral cooperation, the implementation of joint projects, and opportunities to expand investment.
During the meeting, President Rahmon described the EBRD as one of Tajikistan’s important partners in developing the national economy, infrastructure and private sector. He expressed appreciation to the Bank’s leadership for its fruitful cooperation with the country.
The meeting noted that cooperation between Tajikistan and the EBRD had continued since 1993, with the Bank supporting 201 projects in the country and total investments exceeding €1.1 billion.
Particular emphasis was placed on the Memorandum of Understanding between Tajikistan and the EBRD concerning a Strategic Multi-Year Investment Roadmap for 2026–2030, valued at $900 million.
The two sides discussed cooperation in implementing green energy projects, including the construction of solar power plants with private-sector investment. President Rahmon highlighted the importance of such initiatives in ensuring a reliable electricity supply for households and businesses, as well as increasing exports of clean energy to regional countries. He proposed exploring opportunities for the EBRD to participate in financing these projects.
Modernizing electricity transmission and distribution networks and reducing power losses were also identified as important areas of cooperation.
President Rahmon stressed the need to increase direct financing for manufacturing enterprises and expand access to affordable, long-term financing for small and medium-sized businesses, particularly in rural districts. The discussions also addressed expanding lending in the national currency and preparing domestic companies to issue bonds.
Other issues included improving access to clean drinking water, modernizing sewerage and irrigation systems, strengthening the management of state-owned enterprises, and developing public-private partnership projects.
Cooperation in education and digitalization was also discussed, with participants highlighting the importance of attracting grants and technical assistance for projects with significant social and climate-related benefits.
At the conclusion of the meeting, President Rahmon reaffirmed Tajikistan’s readiness to further strengthen mutually beneficial and long-term cooperation with the European Bank for Reconstruction and Development.
