Ottawa, November 5, 2026, The Europe Today: Canadian Prime Minister Mark Carney will undertake an official tour of Europe and Asia from November 11 to 19, visiting Ireland, the Philippines, Cambodia and China to strengthen Canada’s international partnerships, expand trade relations and attract foreign investment.
According to an announcement by the Canadian Prime Minister’s Office, Carney will represent Canada at four major international summits during the eight-day tour, focusing on trade, investment, economic cooperation, culture and security.
The first stop will be Dublin, Ireland, where Carney will participate in the Summit of the European Political Community. His visit comes as Canada and the European Union seek to deepen their strategic and economic partnership through the recently launched Alliance for the Future. Both sides are also working towards establishing Canada as the European Union’s first Associate Member.
Carney will subsequently travel to Manila, the Philippines, to attend the Association of Southeast Asian Nations (ASEAN) Summit as a Guest of the Chair. Discussions will focus on advancing negotiations for the Canada-ASEAN Free Trade Agreement, which Ottawa expects could unlock more than $3.5 billion in export opportunities.
During his visit, Carney will also seek to conclude negotiations on a bilateral free trade agreement between Canada and the Philippines, which is expected to significantly expand commercial relations and potentially triple bilateral trade by 2035.
The Canadian prime minister will then visit Phnom Penh, Cambodia, to participate in the Sommet de la Francophonie, aimed at strengthening cooperation among French-speaking countries and governments. Canada is scheduled to host the summit in 2028.
The final destination of the tour will be Shenzhen, China, where Carney will attend the Asia-Pacific Economic Cooperation (APEC) Economic Leaders’ Meeting. His visit is expected to build on the strategic partnership established between Ottawa and Beijing and explore further opportunities for trade and investment.
In a statement, Carney emphasized Canada’s commitment to diversifying its international partnerships and strengthening its economic position in global markets.
“Canada has what the world wants: the energy, the resources, the talent, the technology, and the capital,” he said, adding that his government was working to expand the country’s international economic opportunities.
The tour will mark Carney’s first official visits to the Philippines and Cambodia since assuming office, as well as his first participation in the biennial Sommet de la Francophonie.
The Canadian government views the tour as an important opportunity to strengthen diplomatic engagement, diversify export markets, attract investment and expand cooperation with key partners across Europe and the Asia-Pacific region.
