Baku, May 9, 2026 – The Europe Today: Azerbaijan’s Innovation and Digital Development Agency and Mastercard have signed a Memorandum of Understanding (MoU) aimed at enhancing cybersecurity cooperation, advancing digital innovation, and strengthening human capital development in Azerbaijan.
The agreement seeks to introduce advanced cybersecurity technologies in the country, improve cyber resilience across institutions and digital ecosystems, support innovation and startup development, and expand professional expertise and leadership in the cybersecurity sector.
During a meeting with Mastercard’s management team, Azerbaijani Deputy Minister of Digital Development and Transport Rashad Hasanov highlighted the importance of public-private partnerships in implementing the country’s national priorities related to digital transformation and innovation.
Hasanov emphasized that cooperation with Mastercard in the cybersecurity field would receive particular attention.
“An important direction of our cooperation will be digitalization, innovation, and development of human capital in the field of cybersecurity. Leading experts from Mastercard will be involved in our joint projects, and experience will be exchanged with colleagues in Azerbaijan,” he stated.
Under the agreement, special support programs will also be launched to accelerate the growth of startups. Selected startups are expected to receive mentoring, access to financing opportunities, international investor and expert networks, and assistance in entering both domestic and international markets.
The MoU further includes the implementation of a regional leadership and cross-border cooperation program designed to bring together information security management teams, financial institutions, and companies to exchange expertise, discuss emerging cybersecurity challenges, and strengthen international cooperation in the sector.
Another key component of the partnership focuses on the development of sustainable human capital through specialized training programs, educational initiatives, and mentorship opportunities in cybersecurity governance, compliance, and risk management.
The cooperation is expected to reinforce Azerbaijan’s position as a regional hub for innovation and cybersecurity while promoting institutional collaboration, digital skills development, resilience, and export opportunities throughout the CIS region.
Craig Vosburg noted that Azerbaijan possesses significant potential in digital transformation, innovation, and human capital development.
“Azerbaijan is one of the countries where digital technology is rapidly developing. I think this cooperation will be beneficial for both parties in terms of exchange of experience,” Vosburg said.
Mastercard operates in more than 200 countries worldwide and specializes primarily in payment systems, offering secure and inclusive digital transaction solutions through advanced technologies, cybersecurity systems, and data-driven services.
