Vietnamese PM Orders Urgent Measures to Ensure Stable Power Supply for Double-Digit Economic Growth

Economic

Hanoi, October 13, 2026 – The Europe Today: Vietnamese Prime Minister Le Minh Hung has directed ministries, relevant agencies and energy-sector enterprises to take stronger measures to ensure a stable and sufficient electricity supply to support the country’s ambitious double-digit economic growth targets and the expansion of high-tech industries.

The directive was issued during a meeting in Hanoi on October 12, focusing on electricity supply through 2030, the implementation of major power generation and transmission projects, and revisions to the Eighth National Power Development Plan (PDP8).

Prime Minister Hung emphasized that ensuring energy security and a reliable electricity supply was an urgent priority and a prerequisite for achieving Vietnam’s socio-economic development objectives in 2026. He described the year as a foundation for accelerating growth in 2027 and achieving the broader goals of the current five-year development period.

The prime minister called for stronger determination and more decisive action to adjust the revised power development plan in line with rising electricity demand, particularly from high-tech industries and data centres.

He stressed the importance of establishing clear implementation deadlines and assigning specific responsibilities to the ministries, agencies, state-owned enterprises and local authorities involved in power development projects.

Hung instructed the Ministry of Industry and Trade to coordinate with the Ministry of Finance and other relevant agencies to conduct a comprehensive review of individual projects. The assessment is expected to identify projects facing delays, those considered unfeasible, projects requiring adjustments, and new initiatives that may need to be incorporated into the national power development plan.

Authorities have also been directed to identify potential replacement projects and establish clear implementation schedules to ensure that priority investments contribute effectively to the country’s electricity supply requirements.

The review will further clarify investor selection procedures and funding sources for individual projects, helping address implementation obstacles and improve coordination among the institutions responsible for delivering energy infrastructure.

The meeting also examined progress on major electricity generation and transmission projects, measures to address regulatory and planning difficulties, and options for mobilising state and private-sector investment to strengthen the national power system.

The government is seeking to ensure adequate electricity supplies during the remaining months of 2026, throughout 2027 and over the longer term to 2030, as economic expansion and the development of advanced industries increase demand for reliable energy.

Vietnam’s revised PDP8 is expected to play a central role in aligning power generation capacity, transmission infrastructure and investment planning with the country’s development ambitions.

The government has also been pursuing institutional reforms, including adjustments to electricity-sector legislation and mechanisms to address obstacles facing renewable energy projects.

The latest directive underscores Vietnam’s efforts to strengthen energy security, accelerate infrastructure development and mobilise investment to ensure that electricity supply keeps pace with economic growth and the country’s expanding industrial and technological needs.
