Vietnam, Spain Agree to Deepen Audit Cooperation and Professional Exchange

HanoiNovember 11, 2025 – The Europe Today: The State Audit Office of Vietnam (SAV) and the Spanish Court of Audit have reaffirmed their commitment to strengthening bilateral cooperation under their existing partnership framework, focusing on capacity building, professional exchange, and joint participation in multilateral auditing organisations.

The agreement was reached during a recent meeting in Madrid, where leaders from both institutions reviewed the progress of cooperation since the signing of their 2010 cooperation agreement, which has served as a solid foundation for effective collaboration in various professional areas.

Over the past years, both sides have conducted reciprocal visits and working sessions between senior officials at their respective headquarters, while also enhancing cooperation in multilateral forums — notably through Spain’s role as Secretariat of the European Organisation of Supreme Audit Institutions (EUROSAI) and Vietnam’s chairmanship of the Asian Organisation of Supreme Audit Institutions (ASOSAI) during the 2018–2021 term.

Looking ahead, the SAV and the Spanish Court of Audit agreed to continue implementing their cooperation agreement through the exchange of high-level delegations and specialised working groups focused on shared areas of expertise. Both sides also pledged continued mutual support at global platforms, particularly within the International Organisation of Supreme Audit Institutions (INTOSAI).

During the meeting, Deputy Auditor General Hà Thị Mỹ Dung proposed that the Spanish Court of Audit assist the SAV in capacity building for priority areas such as information technology (IT) auditing, application of IT in auditing activities, regional auditing, environmental auditing, and performance auditing. She also suggested organising expert missions to Vietnam and facilitating Vietnamese auditors’ participation in training programmes and workshops in Spain.

Genaro Moya, President of the Audit Section at the Spanish Court of Audit, welcomed the proposal and affirmed that future cooperation programmes would focus on practical and emerging audit areas, including environmental auditing, crisis management auditing, post-disaster recovery auditing, and gender equality auditing. He expressed confidence that the partnership between the two institutions would continue to develop effectively and substantively.

As part of the visit, both sides also co-organised a seminar to exchange experiences on the role of supreme audit institutions in preventing corruption and wastefulness, underscoring the importance of accountability and transparency in public financial management.

Prior to the meeting, the SAV delegation visited the Embassy of Vietnam in Madrid to receive updates on the country’s economic, political, and community developments in Spain.

The continued partnership between the SAV and the Spanish Court of Audit demonstrates a shared commitment to advancing public audit standards, strengthening institutional collaboration, and promoting good governance in line with international best practices.
