Ashgabat, January 17, 2026 – The Europe Today: Turkmenistan has announced plans to modernize the Turkmenbashy Oil Refinery Complex operated by the state concern Türkmennebit, Deputy Chairman of the Cabinet of Ministers Batyr Amanov said during a government meeting on Friday.
According to Turkmenistan’s official media, Amanov noted that the Kenar Oil Storage and Loading Facility is one of the key structural units of the complex, responsible for the receipt, storage, and shipment of petroleum products to consumers via rail and maritime transport.
The planned modernization is aimed at optimizing processes related to the reception, storage, and shipment of refined products, while significantly enhancing the country’s overall transport and logistics capacity, Amanov said.

Founded in 1943, the Turkmenbashy Oil Refinery Complex produces a wide range of petroleum products, including unleaded automotive gasoline, aviation and industrial kerosene, jet and diesel fuel, fuel oil, lubricants, polypropylene, light gas oil, petroleum electrode coke, liquefied natural gas, construction and road bitumen, and other refined products.
