EU and Morocco Advance Talks on Strategic Migration and Border Control Partnership

Rabat, July 18, 2025 – The Europe Today: The European Commission has confirmed that it is engaged in discussions with the Kingdom of Morocco to formalize a new partnership aimed at enhancing cooperation on migration management and border security. The initiative is part of the European Union’s broader strategy to foster regional stability while addressing irregular migration through strengthened bilateral ties.

According to European officials, the agreement currently under discussion would be modeled on similar frameworks established with Tunisia, Egypt, and Jordan. These agreements outline mutual commitments, with the EU providing financial and technical support in return for reinforced border control measures and closer cooperation in combating irregular migration.

At a press conference presenting the EU’s Global Europe instrument — an initiative designed to double aid allocations to North African countries in the upcoming budget cycle — EU Commissioner for Democracy and Demography Dubravka Šuica emphasized Morocco’s importance as a strategic partner.

“We already have partnerships with many of them and are trying to strengthen them all. Currently, we are collaborating with Egypt, Tunisia, and Jordan. We are working on deepening our partnership with Morocco and will also begin working with Lebanon,” Šuica stated.

Recent memoranda of understanding signed between the EU and Tunisia and Egypt have come in response to increased migratory flows across the Central Mediterranean. These arrangements form a critical part of the EU’s comprehensive migration and foreign policy agenda, which seeks to build resilience and co-development opportunities in partner countries.

According to Europa Press, EU sources noted that negotiations with Morocco are still at a preliminary stage, and no definitive timeline has been established for concluding the agreement.

In the context of these ongoing discussions, Morocco’s Minister of Foreign Affairs, Nasser Bourita, held a high-level meeting in Brussels on Wednesday with Kaja Kallas, the EU’s High Representative for Foreign Affairs and Vice-President of the European Commission.

During the meeting, both parties reiterated their commitment to the deep-rooted Morocco–EU strategic partnership, highlighting its foundation in shared values of stability, prosperity, and joint development. They underscored progress achieved in various fields of cooperation, including security, trade, energy transition, and joint efforts to address global challenges such as terrorism, climate change, and irregular migration.

Bourita and Kallas also exchanged views on key regional and international developments, particularly the situations in the Sahel, the Mediterranean basin, and the Middle East. They emphasized the importance of coordinated responses to global geopolitical challenges, rooted in shared responsibility and sustained dialogue.

The evolving EU-Morocco partnership is seen as pivotal to broader European efforts to manage migration comprehensively while fostering economic and political stability in North Africa.
