Paris, December 2, 2025 – The Europe Today: French President Emmanuel Macron and Ukrainian President Volodymyr Zelensky on Monday delivered a joint address in Paris, asserting that no peace agreement to end the war in Ukraine can be reached without the full participation of both Ukraine and Europe in the decision-making process.
The meeting, held at the Élysée Palace and lasting several hours, reaffirmed the shared position of Paris and Kyiv that Ukraine’s sovereignty, territorial integrity, and security guarantees are non-negotiable and cannot be discussed in Ukraine’s absence.
President Macron underscored that the ongoing Russian military campaign leaves no room for unilateral or externally imposed solutions, stressing that “as long as Russian forces continue to kill and destroy, when we talk about peace, everyone has a role to play.” He cautioned that Moscow has shown no signs of readiness for a ceasefire and rejected any prospect of a “dictated peace.”
President Zelensky echoed these concerns, warning against any arrangement that might reward Russian aggression through territorial concessions or premature agreements. He said peace must be “durable” and sustainable, adding that the future of Ukraine must be determined by Ukrainians alongside their European allies.
Both leaders urged European states and the broader international community to maintain unity and continue providing firm security guarantees for Ukraine as part of any future settlement. Macron emphasized that Europe’s involvement is essential to any credible agreement, including discussions on regional security architecture and long-term stability.
Their joint message comes amid renewed diplomatic activity. Ukrainian and U.S. officials recently discussed a revised peace proposal during meetings in Florida, and Zelensky’s visit to Paris aimed at strengthening coordination with European partners ahead of upcoming negotiations.
The two presidents reiterated that genuine peace can only be achieved through a process that respects international law, protects Ukraine’s independence, and ensures lasting security across the European continent.
