Party General Secretary Tô Lâm Calls for Comprehensive Preparations Ahead of 14th National Party Congress

Hanoi, December 23, 2025 – The Europe Today: Party General Secretary Tô Lâm on Monday emphasized the need to focus on key tasks to ensure the success of the upcoming 14th National Party Congress, during his opening remarks at the 15th meeting of the 13th Party Central Committee in Hanoi.

Highlighting the outcomes of previous meetings, Lâm noted that, based on proposals by the Politburo, the 13th Party Central Committee had achieved broad consensus during its 13th and 14th sessions in nominating candidates for the Party Central Committee (both official and alternate members), the Politburo, and the Secretariat for the 14th tenure, in accordance with Party regulations and personnel guidelines.

He underscored that, following the Resolution of the 14th meeting, the Politburo has directed thorough preparations for the National Party Congress, including refining personnel plans. At meetings of the personnel sub-committee, Politburo members and key Party leaders prioritized the interests of the Party, the people, and the nation, carefully reviewing nominations for leadership positions within the Party and the State for the 2026–31 tenure.

At the 15th meeting, based on reports from the Politburo, the General Secretary urged delegates to engage in detailed discussions and contribute their opinions to finalize the report on personnel affairs for submission to the 14th National Party Congress, as well as to the first meeting of the 14th Party Central Committee for decision-making and election, in line with Party regulations.

Lâm emphasized that personnel preparation and nominations for the 14th Party Central Committee are of exceptional importance, requiring prudence, accuracy, and strict compliance with regulations, as the next Party leadership will guide the nation’s development in a new era.

Regarding draft documents for the Congress, he highlighted that the document sub-committees, the Politburo, and the Secretariat have completed the drafts for submission to the 15th meeting. The preparation process, he noted, is marked by an innovative approach and extensive public consultation, ensuring that collective wisdom and public opinion are fully reflected in the Congress documents.

To ensure these documents serve as a “guiding light” and “action compass” for the Party and the people in the new revolutionary phase, the General Secretary called on Party members and the public to continue providing constructive input. He urged delegates to further refine the Political Report and other Congress documents, particularly the Party Central Committee’s action programme for implementing the resolutions of the 14th National Party Congress.

He also requested careful study of reports submitted by sub-committees, the Politburo, and the Secretariat, to ensure the most thorough preparation for the 14th National Party Congress.
