Astana, January 8, 2026 – The Europe Today: The Government of Kazakhstan has approved the Concept for the creation and development of knowledge-intensive territories for the period 2026–2035, according to media reports. The corresponding resolution was signed by the Prime Minister.
The Concept was developed in line with instructions issued by President of Kazakhstan at the IV meeting of the Ulttyq Qurultay (National Congress) on March 14, 2025, as well as in accordance with the Prime Minister’s protocol directives.
The document sets out a long-term framework for the formation of science-driven territories and aims to support Kazakhstan’s transition to a knowledge-based economy grounded in technological advancement and scientific innovation.
Under the resolution, central and local executive bodies are required to take the necessary measures to implement the Concept and ensure the execution of the approved action plan. Progress reports will be submitted annually by April 1 to the Ministry of Science and Higher Education, which will then forward consolidated information to the authorized state planning body by May 1 and publish the results on its official website.
Responsibility for overseeing the implementation of the Concept has been assigned to the Ministry of Science and Higher Education.
The Concept underscores that the development of knowledge-intensive territories is a critical prerequisite for advancing the “Rebooting the National Science Model” priority outlined in Kazakhstan’s National Development Plan through 2029.
Particular emphasis is placed on improving Kazakhstan’s standing in the Global Innovation Index, especially in indicators related to collaboration between universities and industry in research and development.
The implementation of the Concept is expected to create favorable conditions for the growth of manufacturing, digital technologies, the agro-industrial sector, biotechnology, and green energy, while strengthening cooperation among science, education, and business sectors.
