New Zealand to Introduce Mandatory Citizenship Test in 2027

Wellington, May 6, 2026 – The Europe Today: The New Zealand government has announced that migrants seeking citizenship will soon be required to pass a formal examination on the nation’s values, laws, and governance. Internal Affairs Minister Brooke van Velden confirmed on Wednesday that the new requirement is slated to take effect in the second half of 2027.

The move marks a significant shift from current procedures, where applicants are only required to sign a declaration stating they understand the responsibilities and privileges of citizenship.

Examination Framework and Requirements

The upcoming assessment will be conducted in person and is designed to evaluate an applicant’s integration and civic knowledge. Key details of the test include:

  • Format: 20 multiple-choice questions administered in English.
  • Passing Grade: A minimum of 15 correct answers (75%) is required to pass.
  • Scope of Topics:
    • The Bill of Rights Act and human rights.
    • Democratic principles and the structure of government.
    • Voting rights and specific criminal offences.
    • Travel regulations to and from New Zealand.

Minister van Velden emphasized that the test is intended to ensure that new citizens have a foundational understanding of the principles that define New Zealand society.

“People seeking citizenship should understand New Zealanders believe in certain rights, like freedom of speech, or that no one person or group is above the law,” Minister van Velden stated. “This test ensures people have sufficient knowledge of their responsibilities and privileges before receiving citizenship by grant.”

Implementation Timeline

The Department of Internal Affairs is currently finalizing the specific details and curriculum of the examination. The test will officially become a mandatory part of the citizenship application process starting in the latter half of 2027.

This initiative aligns New Zealand with several other nations that utilize civic testing as a prerequisite for naturalization, ensuring that all “citizens by grant” are fully prepared to participate in the country’s democratic processes.
