Baku, July 2, 2025 – The Europe Today: The Republic of Azerbaijan and the Republic of Uzbekistan reaffirmed their deepening strategic partnership with a wide-ranging document exchange ceremony held in Baku on July 2. The event was attended by President of Azerbaijan Ilham Aliyev and President of Uzbekistan Shavkat Mirziyoyev, who together signed the Decision of the Second Meeting of the Supreme Interstate Council of the two nations.
The ceremony featured the exchange of numerous bilateral documents spanning agriculture, transportation, trade, education, science, environmental protection, and social welfare — all aimed at further enhancing cooperation between the two countries.
Key agreements included:
- A “Practical Action Plan (‘Roadmap’) for the Future Development of Cooperation in Agriculture and Food Security for 2025–2027” exchanged between Azerbaijani Minister of Agriculture Majnun Mammadov and Uzbek Minister of Agriculture Ibrokhim Abdurakhmonov.
- A “Protocol of Intent on Cooperation in Shipping and Shipbuilding”, exchanged by Azerbaijan’s Minister of Digital Development and Transport Rashad Nabiyev and Uzbekistan’s Minister of Transport Ilkhom Makhkamov.
- An “Action Plan to Increase Bilateral Trade Turnover to $1 Billion by 2030” and a “Program of Industrial Cooperation for 2025–2027”, both exchanged between Azerbaijani Minister of Economy Mikayil Jabbarov and Uzbek Minister of Investment, Industry, and Trade Laziz Kudratov.
- An “Agreement on Cooperation in Science, Vocational Education, and Higher Education”, exchanged by Azerbaijan’s Minister of Science and Education Emin Amrullayev and Uzbekistan’s Minister of Higher Education, Science and Innovations Kongratbay Sharipov.
- A series of agreements exchanged between Foreign Ministers Jeyhun Bayramov (Azerbaijan) and Bakhtiyor Saidov (Uzbekistan), including:
- An Action Plan (2025–2027) on Social Protection Cooperation
- An Agreement on Mutual Recognition of Authorized Economic Operator Institutions
- An Agreement on Information Exchange Regarding Cloned, Stolen, Lost, and Crime-related Mobile Devices
- An Agreement on Environmental Protection Cooperation
- A Roadmap (2025–2029) for Implementing the Treaty on Allied Relations
The ceremony also included the signing of local-level and social development protocols:
- Sister City Agreements between the city of Sumgayit and Tashkent Province, and Gabala and Navoi.
- Protocols on Cooperation in Inclusive Services for Children with Special Needs and Socially Vulnerable Groups, signed between Azerbaijan’s DOST Inclusive Development and Creativity Center and Uzbekistan’s IMKON Rehabilitation Center and International Inclusive Hub.
This landmark exchange ceremony reflects the growing strategic alliance between Azerbaijan and Uzbekistan and signals a shared commitment to expanding cooperation across all major sectors in line with their long-term allied partnership.
