Rabat, September 13, 2025 — The Europe Today: Morocco has taken a major step toward strengthening its role in artificial intelligence (AI) by signing a strategic partnership with Mistral AI, a leading French company specializing in generative AI technologies.
Amal El Fallah Seghrouchni, Minister Delegate in charge of Digital Transition and Administrative Reform, signed a Memorandum of Understanding (MoU) on Friday with Arthur Mensch, cofounder and CEO of Mistral AI. The signing ceremony, held at the Ministry’s headquarters in Rabat, was attended by senior government and institutional officials, including Minister of Industry and Commerce Ryad Mezzour, Omar Seghrouchni, President of the National Commission for the Protection of Personal Data (CNDP), Nezha Hayat, Director General of the Mohammed VI Investment Fund, and Khalid Safir, Director General of the Caisse de Dépôt et de Gestion (CDG).
According to the ministry, the partnership aims to strengthen Morocco’s expertise in AI through training, applied research, and knowledge exchange. It will also encourage the creation of startups and industrial projects leveraging AI solutions tailored to local business needs.
The agreement emphasizes the development of an ethical, inclusive, and responsible AI ecosystem, with particular attention to data protection and building public trust. Morocco hopes this initiative will reinforce its position as a regional hub for digital innovation and a reference point for AI across Africa.
Founded in 2023, Mistral AI has rapidly gained prominence in the global race to develop advanced generative AI models. The company, established by Arthur Mensch, Guillaume Lample, and Timothée Lacroix, focuses on creating powerful yet accessible large language models.
This collaboration aligns with Morocco’s broader national strategy to promote AI under the Morocco Digital 2030 program. The initiative seeks to integrate AI into education, research, and industry, while ensuring technological progress remains consistent with principles of ethics and sovereignty. Ongoing efforts include equipping schools with digital tools, training teachers and students, and promoting AI research in healthcare, governance, and linguistic diversity.
Officials noted that the new partnership with Mistral AI is expected to give fresh momentum to Morocco’s adoption of AI and contribute to building a sustainable, inclusive, and competitive digital ecosystem.
