Hanoi, January 22, 2026 – The Europe Today: Member of the Party Central Committee and Minister of Health Đào Hồng Lan has reaffirmed Việtnam’s commitment to transforming its healthcare system from a treatment-focused model to a comprehensive, people-centred approach spanning the entire life cycle. Her remarks came during a press briefing on the implementation of the Politburo’s Resolution 72, issued on September 9, 2025.
Minister Đào emphasized that Resolution 72 provides a breakthrough framework for protecting, caring for, and improving the health of the Vietnamese people. The resolution places citizens’ health at the core of all healthcare policies and services while addressing long-standing challenges that have yet to be fundamentally resolved within the sector.
“Resolution 72 represents a major shift in healthcare thinking, moving from a primary focus on medical examination and treatment to holistic healthcare, with stronger emphasis on disease prevention, early intervention, and remote care,” the minister stated. She added that healthcare delivery will now be integrated with comprehensive health management across the life cycle, marking a significant evolution in sector operations for the coming years.
To operationalize the resolution, the Ministry of Health proposed Government Resolution 282, outlining an action programme with clearly defined tasks and timelines. After three months of implementation, coordination among ministries, sectors, and localities has strengthened, yielding early positive results. Many local authorities have proactively developed programmes, plans, and policies to localize the resolution in line with regional conditions.
Minister Đào highlighted institutional reform as a top priority, noting that gaps in mechanisms and policies have historically hindered healthcare delivery. She stressed the need for ongoing legal and regulatory improvements, close cooperation between the State, private sector, and public, and the mobilisation of both public and private resources. Increased public participation in health protection and self-care is also being encouraged as a vital component of the reform process.
Regarding resources, the Ministry plans to implement a National Target Programme on healthcare development over the next decade, ensure efficient management of the health insurance fund, and engage private healthcare providers to expand access and improve service quality.
Human resource development and digital transformation are key pillars of the strategy. Training for healthcare workers, particularly at grassroots and preventive levels, will be prioritised, while digital technologies such as electronic medical records, digital health databases, and sector-wide information systems will be leveraged to enhance service delivery and accessibility.
Through these comprehensive measures, Việtnam aims to ensure healthcare services that emphasize early prevention, remote access, and grassroots-level care, contributing to the long-term goal of a healthier and more sustainable nation.
