Agadir, June 8, 2026 – The Europe Today: Morocco’s Customs and Indirect Tax Administration (ADII) has announced a package of new facilitation measures for Moroccans residing abroad (MREs) in preparation for Operation Marhaba 2026, the annual initiative that coordinates the return of millions of Moroccan expatriates during the summer season.
In a circular issued ahead of the operation, the administration stated that all central and regional customs services have been mobilized to contribute to the successful implementation of Operation Marhaba 2026 in line with the High Royal Instructions.
According to the administration, a comprehensive framework of organizational, procedural, logistical, and communication measures has been established to ensure that Moroccans residing abroad are welcomed under conditions that promote efficiency, smooth processing, and rapid service delivery.
One of the principal measures announced is an increase in the customs duty exemption granted to Moroccans returning permanently to the Kingdom. Previously, eligible returnees benefited from an exemption on personal effects and non-commercial goods valued at up to MAD 30,000, in addition to household relocation items. Taking inflationary developments into account, the customs administration has raised the exemption threshold to MAD 40,000.
The ADII has also introduced greater flexibility regarding the temporary importation of vehicles registered under a Temporary Registration Certificate (CPI). Under existing regulations, such vehicles may be temporarily imported into Morocco provided the certificate is issued in the name of the individual requesting the authorization.
To simplify procedures further, customs authorities announced that temporary import operations may now also be approved on the basis of a power of attorney issued by the holder of the Temporary Registration Certificate.
In a move aimed at encouraging greater investment from Moroccans living abroad, the administration has established a specialized customs support unit dedicated to expatriate project developers and investors.
The new unit will provide guidance, information, and customs-related assistance to Moroccans residing abroad who intend to launch business ventures or investment projects in Morocco, helping facilitate the implementation of their initiatives and strengthen economic engagement with the homeland.
The administration noted that all newly introduced measures, together with the customs regulations applicable to Moroccans residing abroad, have been incorporated into the updated “Moroccans of the World 2026” guide, which is available through the customs administration’s online platform.
The guide offers a comprehensive overview of customs procedures, facilities, and benefits available to Moroccan expatriates during their visits to Morocco or in connection with investment and business activities in the country.
Operation Marhaba remains one of Morocco’s largest annual logistical operations, coordinating the seasonal return of millions of Moroccans living abroad through the combined efforts of public institutions, customs services, and transport operators.
