Morocco, France Sign 14 Cooperation Agreements to Deepen Strategic Partnership

Rabat, July 17, 2026 – The Europe Today: Morocco and France on Thursday signed 14 cooperation agreements spanning key sectors, further strengthening their strategic partnership during the 15th Morocco-France High-Level Meeting held in Rabat.

The agreements were signed during the official visit of French Prime Minister Sébastien Lecornu, who co-chaired the high-level meeting with Moroccan Head of Government Aziz Akhannouch.

The newly signed agreements cover a broad range of sectors, including diplomacy, transport, civil aviation, maritime education, water management, scientific research, postal services, defence cooperation, culture and youth development.

Among the key documents signed were a letter of intent on cooperation in feminist foreign policy, an annex to the technical agreement on civil aviation, and a partnership between the French Maritime Academy and Morocco’s Higher Institute of Maritime Studies.

The two countries also concluded agreements with the French Development Agency (AFD), including financing for the Rabat Regional Express Rail Project and a loan agreement supporting Morocco’s water policy and sustainable water resource management.

Additional agreements included a declaration of intent on teaching the Arabic language, history and geography within the French education system, as well as a partnership between Morocco’s Ministry of Youth and the Arab World Institute.

The cooperation package also featured a framework agreement on scientific collaboration between CIRAD and the Hassan II Institute of Agronomy and Veterinary Medicine, a cooperation agreement between La Poste Group and Barid Al Maghrib, and a framework partnership between CEREMA and Morocco’s Public Laboratory for Testing and Studies.

The two sides further signed letters of intent on supporting artists’ residencies and Morocco’s participation in the African Authors and Producers Fund, in addition to a terms of reference document for a bilateral defence industry committee and a technical arrangement concerning military archives.

Addressing the meeting, Prime Minister Lecornu expressed appreciation to King Mohammed VI and Prime Minister Aziz Akhannouch for the warm hospitality extended to the French delegation and praised the constructive discussions held between ministers from both countries.

He said France and Morocco had been entrusted by their respective leaders with ensuring the full implementation of the commitments made during French President Emmanuel Macron’s state visit to Morocco in October 2024, which established an enhanced exceptional partnership between the two nations.

Lecornu stressed that both governments are committed to launching new joint projects while further strengthening people-to-people ties, facilitating travel, education, business and long-term partnerships between French and Moroccan citizens.

He reaffirmed France’s commitment to promoting circular mobility through its visa policy, particularly for entrepreneurs, researchers and students, while highlighting academic cooperation, doctoral programmes and initiatives that recognise the contributions of dual nationals and promote the French language as a driver of employment and economic opportunity.

The signing of the agreements marks another significant step in expanding the longstanding Morocco-France partnership and reflects the two countries’ shared commitment to deepening cooperation across strategic sectors for mutual development and prosperity.
