Islamabad, October 11, 2026 – The Europe Today: President Asif Ali Zardari has signed the summary for the imposition of emergency and Governor’s Rule in Khyber Pakhtunkhwa under Articles 232 and 234 of the Constitution, citing a surge in terrorist incidents and a serious deterioration in the law and order situation in the province.
According to a statement issued by the President’s House, the sharp increase in terrorist activities has posed serious threats to the lives and property of the public. The statement also highlighted a rise in terrorist attacks targeting government installations, infrastructure and law enforcement agencies.
The statement said the provincial government had failed to effectively address terrorism and lawlessness, resulting in a further deterioration of the security situation in Khyber Pakhtunkhwa. In view of these circumstances, the president decided to impose emergency under Article 232 of the Constitution.
According to the President’s House, the proclamation also states that the provincial government cannot be carried on in accordance with the Constitution under the prevailing circumstances. Consequently, the federal government will be empowered to direct the Governor of Khyber Pakhtunkhwa to assume responsibility for all or some of the province’s affairs.
The statement further said that, except for the provincial assembly, the governor would exercise the powers of other provincial institutions and authorities under the arrangement. Under the decision, the chief minister, provincial ministers, advisers, special assistants and advocate general will cease to hold their offices with immediate effect.
The President’s House clarified that the presidential proclamation would take effect immediately, adding that urgent constitutional measures were considered necessary in view of the grave situation in Khyber Pakhtunkhwa.
Earlier, Prime Minister Shehbaz Sharif, following approval by the federal cabinet, had recommended to the president the imposition of emergency and Governor’s Rule in the province. The president subsequently signed the relevant summary.
