Khankendi, November 7, 2026 – The Europe Today: President of the Republic of Azerbaijan Ilham Aliyev attended the groundbreaking ceremonies for the Library and Innovation Center buildings of Garabagh University in Khankendi today.

Garabagh University Library to Serve Students and the Wider Community
The library will be a key facility supporting educational, research and innovation activities at Garabagh University. It will expand access to modern information resources and foster a student-centred academic environment. It will meet the educational, research and information needs of students and staff, help develop independent learning and research skills, and support the academic work of the faculty.
The modern four-storey building is designed with functional reading halls that can accommodate about 1,100 students at the same time. It will also have dedicated spaces for individual and group study, meetings and academic collaboration.
Beyond meeting the university’s academic needs, the library will serve as an information hub for the regional community. It will encourage scientific discussion and the exchange of knowledge and experience, strengthen ties between the university and the public, and contribute to the development of the socio-cultural environment in Garabagh.
Innovation Center to Drive Entrepreneurship and a Knowledge-Based Economy
The Innovation Center of Garabagh University will become one of the key facilities for developing the region’s innovation and entrepreneurship ecosystem. It will promote the practical application of research findings and support modern technologies and innovative ideas.
The Center will help students develop creativity, critical thinking and problem-solving skills, support their innovative initiatives and expand cooperation between the university and industry.
It will also support initiatives that contribute to the socio-economic development of the Garabagh region. This includes developing innovative solutions tailored to local needs and fostering cooperation between the university, government agencies, the private sector and other partners.
The Center is expected to build a culture of innovation at the university and turn scientific knowledge into economic and social value. It will also promote technological development, entrepreneurship and a knowledge-based economy in the Garabagh region.
