Vietnam Party Chief Tô Lâm Meets Russian Prime Minister in Moscow

Moscow, May 9, 2025 – The Europe Today: General Secretary of the Communist Party of Vietnam Central Committee Tô Lâm held a meeting with Russian Prime Minister Mikhail Mishustin in Moscow on Thursday, underscoring Vietnam’s strong commitment to advancing its traditional friendship and comprehensive strategic partnership with Russia.

Welcoming General Secretary Tô Lâm and the high-level Vietnamese delegation, Prime Minister Mishustin praised the significance of the visit, noting its timing amid important anniversaries for both countries and their bilateral relations. He emphasized that the visit contributes meaningfully to the enduring and time-tested friendship between Vietnam and Russia.

“Russia consistently regards Vietnam as one of its most important partners in the Asia-Pacific region,” Mishustin stated, recalling his own official visit to Hanoi in January this year.

General Secretary Tô Lâm expressed appreciation for the January visit by the Russian Prime Minister and the state visit by President Vladimir Putin to Vietnam in June 2024. He affirmed that his current visit demonstrates the high regard of the Vietnamese Party and State for the traditional bilateral ties and reflects the strong political will of both sides to further elevate their relationship.

The Vietnamese leader reaffirmed that the Party, State, and people of Vietnam deeply value the historic support extended by the former Soviet Union and the Russian Federation during Vietnam’s struggle for national liberation and in its ongoing development and defense efforts. He proposed intensifying the comprehensive strategic partnership by bolstering political trust through regular high-level exchanges and strengthening the effectiveness of the Inter-governmental Committee and its working groups.

General Secretary Lâm also suggested expanding defence and security cooperation and deepening collaboration in energy—particularly in oil and gas and nuclear energy—while promoting emerging areas such as clean energy, renewable energy, and wind power. He emphasized the importance of enhancing cooperation in traditional sectors of strength, including economic and trade ties, investment, education and training, science and technology, transport, culture, tourism, and locality-to-locality relations.

He also called for creating more favorable conditions for Vietnamese citizens living, studying, and working in Russia, highlighting the importance of people-to-people connections in fostering enduring bilateral ties.

During the meeting, both leaders agreed on measures to boost political trust and expand cooperation in areas aligned with their respective strengths and development priorities. These include energy, trade, investment, the defence industry, high technology, artificial intelligence, digital economy, and high-tech agriculture.

They committed to intensifying collaboration between ministries, localities, and enterprises of both countries, removing trade and investment barriers, and facilitating the implementation of joint projects in sectors such as logistics, industry, and digital transformation.

Prime Minister Mishustin reiterated that the Russian Government would work closely with its Vietnamese counterpart to effectively realize the high-level decisions made between the two nations’ top leaders, ensuring continued progress in the comprehensive strategic partnership.
