Morocco Launches Digital Platform to Streamline Expropriation Compensation Procedures

Agadir, April 19, 2026 – The Europe Today: Morocco’s Ministry of Equipment and Water has signed a strategic partnership agreement with the Deposit and Management Fund (CDG) to operationalize a digital platform aimed at modernizing compensation procedures related to expropriation.

The agreement was signed in Rabat on Friday, April 17, by Minister Nizar Baraka and CDG Director General Khalid Safir.

According to an official statement, the initiative forms part of Morocco’s broader efforts to digitize public administration and enhance the quality of services provided to citizens. “This agreement is part of the ongoing project to digitize public administration and implement measures to simplify administrative procedures and processes,” the ministry stated.

The partnership will establish an integrated digital system for managing and disbursing expropriation compensation through the “CONSIGNATION” (Edaat) platform, developed by CDG. The platform is designed to digitize all stages of the compensation process, including document submission, account creation, fund transfers, escrow management, and disbursement to beneficiaries.

Additionally, the system introduces real-time tracking tools, enabling users to access accurate and up-to-date information on the status of their applications. Minister Baraka noted that the platform addresses long-standing challenges faced by citizens in managing compensation related to royal expropriations.

The initiative is expected to significantly accelerate processing times, simplify administrative procedures, and improve access to information regarding beneficiaries’ rights, while promoting transparency and good governance in the management of deposited funds.

The platform also facilitates full digital file management, allowing users to submit requests, updates, observations, and complaints online.

Highlighting the scale of the initiative, Baraka revealed that approximately MAD 7 billion in compensation funds were deposited between 2021 and 2025, benefiting more than 80,000 individuals. Of this amount, around MAD 3.4 billion has already been disbursed.

Speaking on the occasion, Khalid Safir emphasized the importance of the initiative in improving operational efficiency and ensuring timely compensation for citizens. “This initiative aims to strengthen and digitalize procedures related to compensation for royal expropriations, ensuring that citizens receive their entitlements as quickly as possible with full transparency and efficiency,” he said.
