Moscow, October 13, 2026 – The Europe Today: Russian Foreign Minister Sergey Lavrov and Association of Southeast Asian Nations (ASEAN) Secretary-General Kao Kim Hourn are set to discuss energy and food security, prospects for strategic partnership, and ways to address emerging challenges in the Asia-Pacific region during talks in Moscow.
According to media reports, Kao Kim Hourn is visiting Russia from October 12 to 15 as part of efforts to strengthen cooperation between Moscow and ASEAN.
During his visit, the ASEAN secretary-general is scheduled to meet senior officials from Russia’s Ministry of Emergency Situations, Ministry of Science and Higher Education, Ministry of Agriculture, Ministry of Digital Development, Communications and Mass Media, and Ministry of Energy.
He is also expected to hold discussions with the chairman of the Board of the Eurasian Economic Commission (EEC) to advance the implementation of the EEC–ASEAN Cooperation Programme for 2026–2030.
In addition, Kao Kim Hourn is scheduled to address the Russian Energy Week international forum, providing an opportunity to discuss energy cooperation and broader regional and global developments.
The visit coincides with the 35th anniversary of relations between Russia and ASEAN and is intended to support the implementation of priorities outlined by their leaders at the anniversary summit held in Kazan in June.
During that summit, Russia and ASEAN expressed serious concern over increasing instability in global energy markets, citing geopolitical tensions, disruptions to supply chains and market volatility as key factors affecting energy security.
The upcoming talks are expected to provide an opportunity for both sides to review existing cooperation and explore further avenues for strengthening their strategic partnership, particularly in energy, food security, economic cooperation and responses to emerging challenges across the Asia-Pacific region.
