Vietnam, Italy Strengthen Legal and Judicial Cooperation Through High-Level Visit

Rome, April 18, 2025 — The Europe Today: A high-ranking delegation from Vietnam’s Ministry of Justice, led by Deputy Minister Mai Lương Khôi, concluded a productive working visit to Italy, aimed at bolstering bilateral cooperation in the legal and judicial sectors, further advancing the implementation of a Memorandum of Understanding (MoU) signed between the two countries in 2016.

During a key meeting on April 16 with Italian Minister of Justice Carlo Nordio, Deputy Minister Khôi expressed appreciation for Italy’s longstanding support of Vietnam’s socio-economic development. He noted that the robust cooperation and close friendship between the two nations provide a solid foundation for deepening their strategic partnership.

Khôi voiced optimism about continued collaboration under the 2016 MoU and presented a draft cooperation programme for the 2026–2027 period. He proposed that both sides promptly finalize the draft to ensure its efficient implementation.

Minister Nordio welcomed the visit as a reflection of the growing ties between Italy and Vietnam, particularly in legal and judicial affairs. He affirmed Italy’s willingness to share expertise in key areas of interest to Vietnam, especially in combating organized crime and training legal personnel.

Earlier in the visit, the Vietnamese delegation held discussions with officials from the Italian Ministry of Justice, focusing on digital transformation in the judiciary, including the use of information technology in law enforcement, asset verification for execution of judgments, and the application of artificial intelligence in legal procedures. Both sides agreed to organize future online and in-person workshops to share experiences in these areas of mutual interest.

The delegation also held working sessions with prominent Italian legal institutions, including Giulio Biino, President of the National Council of Notaries, and Alessandro Graziani, Secretary General of the Italian Bar Association. Deputy Minister Khôi shared updates on the development of notarial and legal professions in Vietnam, while Italian counterparts introduced advanced practices such as electronic notarization systems, legal training, and data integration between judicial bodies and other institutions.

In a separate meeting with Vincenzo Starita, Vice President of Italy’s Commission for Intercountry Adoption, Khôi acknowledged the positive cooperation between the two countries in the field of international adoption. He highlighted that Italy ranks among the top three countries in terms of the number of approved adoptions of Vietnamese children, including many with serious health conditions. He praised Italy’s contributions to the welfare of these children through medical care and family placement.

Starita, in turn, thanked the Vietnamese side for its efforts in promoting adoption cooperation and reaffirmed Italy’s readiness to support training initiatives. Deputy Minister Khôi reiterated Vietnam’s commitment to fulfilling its international obligations in intercountry adoption and expressed confidence in the continuation of this important humanitarian collaboration.

The delegation also paid a visit to the Vietnamese Embassy in Rome, where discussions centered on strengthening overall bilateral ties, with a special focus on legal and judicial cooperation.

The visit marks a significant step toward reinforcing legal ties and fostering shared understanding between the judicial systems of Vietnam and Italy.
