Tashkent, August 8, 2025 – The Europe Today: President Shavkat Mirziyoyev chaired a high-level meeting to assess the effectiveness of ongoing reforms and to chart new development strategies for Navoi region, one of Uzbekistan’s key industrial and agricultural hubs.
During the meeting, it was noted that Navoi region holds substantial potential in subsoil use, industrial growth, and agriculture. Over the past eight years, more than 7,000 projects worth $8 billion have been implemented, generating 73,000 jobs. The number of registered entrepreneurs has tripled from 10,000 to 30,000, reflecting dynamic private sector growth.
The Presidential Resolution of December 12, 2024, titled “On Additional Measures for the Socio-Economic Development of Navoi Region,” has further enhanced opportunities in the region. In the first half of 2025 alone, investment inflows reached $643 million, exports exceeded $635 million, and production capacities worth $550 million were launched alongside 1,140 new trade and service facilities.
Despite these achievements, President Mirziyoyev pointed out that significant resources remain underutilized, particularly in sectors beyond large-scale industry. He emphasized the untapped potential of pastures, livestock breeding, and service development. Notably, Navoi region accounts for 20% of Uzbekistan’s mineral resources and 43% of national pastureland—assets that can fuel inclusive and diversified growth.
To unlock this potential, a reform headquarters has been established in the region. At the meeting, a presentation was delivered showcasing new projects initiated by local entrepreneurs. Investors have pledged $566 million toward the development of eight mineral deposits in areas such as Gazgan, Nurata, Khatirchi, Navbahor, and Uchquduq. These projects are projected to increase industrial output by 2.5 trillion UZS and boost exports by $100 million.
In Nurata district, where granite reserves total 750 million cubic meters, plans have been proposed to create a 50-hectare industrial zone for stone processing. Furthermore, Embroidery Centers are to be opened in 28 mahallas, building on the success of over 5,000 women currently engaged in embroidery work across 10 mahallas.
Additional social measures were outlined, including the distribution of solar panels and mobile trade pavilions to support low-income families as part of broader poverty alleviation efforts.
Navoi’s 3 million hectares of pastureland were identified as a major asset for agricultural expansion. One entrepreneur from Qiziltepa has already implemented sprinkler and drip irrigation on 1,000 hectares to grow export-oriented crops and plans to extend operations into livestock and dairy production.
An additional project portfolio valued at $1.6 billion has been prepared, with the potential to create 10,000 new jobs, generate 1 trillion UZS in budget revenue, and increase exports by $238 million.
President Mirziyoyev issued firm instructions to enhance the economic efficiency of the proposed projects and stressed the importance of fostering cooperation between large and small enterprises. He outlined the introduction of guaranteed order systems to support small businesses and double their share in the regional economy.
The President also directed attention to the management of water resources for pastures, the need for increased food production, and strategies to improve the sustainability of agricultural land use.
With the average salary in Navoi region standing 1.5 times higher than in other regions, the President emphasized the importance of expanding modern recreational areas, developing tourism, and diversifying service offerings to meet growing demand.
The meeting concluded with a call to action for all stakeholders to fully harness Navoi region’s strategic potential through inclusive growth, inter-sectoral coordination, and innovation-driven development.
