Hanoi, July 6, 2026 – The Europe Today: Vietnamese Prime Minister Lê Minh Hưng on Monday chaired the second meeting of the Central Council for Emulation and Commendation for the 2026–2031 term, reaffirming the government’s commitment to strengthening emulation movements, administrative reforms and sustainable economic growth.
The meeting, held at the Government headquarters in Hanoi, reviewed the council’s performance and the implementation of emulation and commendation work during the first half of 2026, while setting priorities for the remainder of the year.
The council also considered nominations for the conferment and posthumous conferment of the prestigious “Hero of the People’s Armed Forces” and “Hero of Labour” titles on collectives and individuals in recognition of their outstanding contributions.
Addressing the meeting, Prime Minister Hưng praised the active participation of ministries, government agencies, local authorities, businesses and citizens in national emulation movements, describing their contributions as an important driving force behind the country’s recent socio-economic achievements.
According to a report presented at the meeting, emulation and commendation activities continued to receive strong support across all levels of government, contributing to the successful implementation of key national priorities, socio-economic development, national defence, security and foreign relations.
The report highlighted several major initiatives launched by the government this year, including Directive No. 15 issued on April 23 to promote the implementation of annual socio-economic development goals and the 2026–2030 Five-Year Plan. It also noted the nationwide campaign launched on June 13 aimed at achieving sustainable double-digit economic growth during the 2026–2030 period, followed by Decision No. 1181 on July 1 approving its implementation across ministries and local administrations.
Prime Minister Hưng acknowledged continued efforts to recognise exemplary individuals and organisations whose achievements have inspired wider public participation, strengthened national unity and reinforced public confidence.
However, he also pointed to shortcomings in the current system and called for further improvements to the legal framework governing emulation and commendation, including effective implementation of the revised Law on Emulation and Commendation and the timely issuance of supporting regulations.
He directed relevant agencies to strengthen emulation and commendation councils at all levels, while promoting decentralisation, improving oversight and preventing misconduct.
The prime minister urged council members to intensify monitoring of emulation campaigns within their respective sectors, identify successful models for wider replication and promptly report implementation challenges to facilitate timely policy responses.
He further instructed ministries, sectors and local authorities to translate the national double-digit growth campaign into concrete action plans with measurable targets, while reforming the commendation system to provide greater recognition to frontline workers, scientists, businesses and innovators whose contributions deliver tangible national benefits.
Prime Minister Hưng stressed that emulation movements should emerge from the grassroots and serve as an effective catalyst for local and sectoral development.
He identified key priorities for future emulation efforts, including accelerating regional economic growth, increasing state budget revenues, improving public investment disbursement, ensuring the timely completion of major national projects, resolving stalled development schemes, advancing institutional reforms, promoting science, technology, innovation and digital transformation, and developing high-quality human resources.
The premier also called for greater recognition of localities that successfully remove investment bottlenecks and revive long-delayed projects to support economic expansion.
Highlighting notable achievements, he commended the nationwide 500-day campaign to search for, recover and identify the remains of fallen soldiers, as well as the swift deployment of Vietnamese military and public security rescue teams to Venezuela following the country’s devastating earthquake.
Concluding the meeting, Prime Minister Hưng underscored the importance of accelerating administrative reforms and expanding the use of digital technology in emulation and commendation work, calling for modern evaluation systems based on real-time data, objective assessment and transparent procedures that minimise paperwork while improving efficiency.
