PM Chính Launches Patriotic Emulation Movement for 2026–2030

Hanoi, December 28, 2025 – The Europe Today: Prime Minister Phạm Minh Chính, Chairman of the Central Council for Emulation and Commendation, has officially launched Vietnam’s patriotic emulation movement for the 2026–2030 period, calling for renewed national unity, innovation, and breakthroughs to drive rapid and sustainable development.

The movement was unveiled at the conclusion of the 11th National Patriotic Emulation Congress in Hanoi on December 27, under the theme “Emulation for innovation, acceleration, and breakthrough to usher the nation into an era of strength, civilisation, and prosperity.”

The congress reviewed the outcomes of the patriotic emulation movement and commendation work during the 2021–2025 period, while setting directions for the next five years. It also honoured and commended outstanding collectives and individuals, including heroes, exemplary emulators, and advanced role models, with the aim of creating new momentum, spirit, and impetus for national development, prosperity, civilisation, and happiness, while steadily advancing towards socialism.

Launching the new movement, Prime Minister Chính stressed that its overarching goal for 2026–2030 is to safeguard the independence and freedom of the Fatherland, promote rapid and sustainable national development, and ensure prosperous and happy lives for the people.

He outlined three major breakthroughs for the emulation movement: substantiveness, activeness, and widespreadness. Substantive emulation, he said, must adhere to the “three real” criteria—real people, real work, and real results—with public satisfaction serving as the key measure of effectiveness. Active emulation should follow the principles of publicly disclosed criteria, transparent results, and substantive recognition. Meanwhile, widespread emulation requires a shift from a passive to an active approach by the state in discovering, nurturing, disseminating, and honouring advanced models, good practices, effective methods, and exemplary individuals across society.

The Prime Minister also highlighted five key focus areas for the movement. First, it must prioritise building a truly ethical and civilised Party; an honest, constructive, and people-serving rule-of-law state; a streamlined, efficient, and effective political system; and stronger decentralisation and delegation of authority.

Second, the movement should promote the development of a socialist-oriented market economy, enhance the leading role of the state-owned sector, and foster the private sector as the most important driving force of the national economy. It should also accelerate economic restructuring linked to a new growth model based on green, digital, and circular growth, driven by science, technology, innovation, and digital transformation.

Third, the emulation effort should generate breakthroughs in rapid and sustainable national development through three strategic pillars: completing modern, transparent, and integrated institutions; developing high-quality human resources, particularly in strategic technology sectors; and building synchronised, smart, and modern infrastructure to support socio-economic development and improve people’s lives.

Fourth, Prime Minister Chính underscored the role of cultural development as the spiritual foundation and intrinsic strength for sustainable growth, alongside building a modern, equitable, and integrated national education system aligned with regional and global standards. He stressed that emulation must ensure social justice and progress, without sacrificing social welfare or environmental protection for mere economic growth.

Fifth, the movement must strengthen national defence and security, firmly safeguard the socialist Vietnamese Fatherland, and advance a self-reliant, dual-use, and modern defence and security industry. It should also promote deeper international integration and foreign relations befitting Vietnam’s historical, cultural, and strategic stature.

Concluding his remarks, the Prime Minister called on all compatriots, cadres, soldiers, and overseas Vietnamese—regardless of position, profession, or location—to actively participate in the emulation movement, uphold national aspirations, dedicate themselves wholeheartedly, and work together with determination to lead Vietnam forward rapidly, strongly, and steadily in the era of “Independence – Freedom – Prosperity – Happiness and Socialism.”
